Meeting called to order at approximately 7:07 p.m.
Present: Mike Crowley, Agent; Pat Swart, Dennis Severson, Paul Drda, Peter Disher, and Deanne Drda, Board Members; six owners; one tenant; Officers Phillip Stanford and Sheri Duran, Neighborhood Police Officers, Denver Police Department
- Guest concerns addressed:
- Dogs are NOT permitted at Seven Springs, not even as guests.
- Units in violation of Denver law regarding barbecue cookers will be issued warnings in the next two weeks. Warnings will be posted on doors and mailed to owners.
- Evie repeated her complaint regarding the flowers in front of the clubhouse attracting bees. The Association authorized her to act on the matter.
- To make a disturbing the peace charge, loud music must be able to be heard from 100' away.
- Officer Phillip Stanford addressed an ongoing problem with complaints regarding the behavior of a resident. The following steps apply to all situations where one person is negatively impacting others:
- Complainants must document the problems thoroughly
- Complainants must call the Police or Fire Department when the law is violated or someone's safety is at risk
- The complainants must sign a formal complaint to fully document the problems and allow the police to help remedy the situation. (Assistance by Adult Services or Nuisance Abatement requires thorough documentation and no evidence of ulterior motives or a vendetta on the part of the complainant.)
- The Association must also document problems and enforce the Bylaws and Rules & Regulations
Regarding the specific case, Officer Stanford will be contacting Adult Services at the City and County Denver tomorrow, June 19. The Association's lawyers have advised the Board regarding this matter and have written a letter to the primary complainant.
- Approved May meeting minutes as amended.
- Reviewed financial statements and payables. Paul Drda, treasurer, signed checks.
- A reminder to all owners, a canceled check serves as a receipt for payment of monthly dues and special assessments. If we want our Agent to supply receipts, all owners must bear the additional expense.
- Reviewed a letter from an owner complaining about the special utility assessment for July - September.
- A reminder to all owners, the gas bill paid by the Association not only pays for heat but also for hot water. If one unit does not turn on its heat, some heat is still supplied as the hot water pipes circulate hot water through the unit anyway. Mike will respond to the owner with this information and a copy of pertinent financial information. This topic will be discussed in detail at the annual meeting in October.
- Fans and vents above the stairwells have not been effective.
- Approved bid response by Per Square Foot to restripe and seal cracks in the parking lot asphalt. The work will be done over two days to lessen the affect on residents. As sweeping the lots will be a part of this job, a separate bid to sweep the lots did not need to be reviewed.
- Two responses have been received of the eight requests for bids to repaint the stairwells. Approval will be delayed another month to await additional bid responses.
- Approval of bid responses for retaining walls will be delayed to allow another response.
- New Business:
- Miscellaneous maintenance issues were discussed with Mike.
- Children were caught throwing rocks into the pool. Their parents will be responsible to reimburse the Association for the cost to remove the rocks and any associated damage.
- As a reminder, neither glass containers nor alcohol are allowed in the pool area.
- Someone posted "unauthorized" rules at the pool. Please note that a board member must sign "authorized" postings. The unauthorized note suggested that a video camera records all activity at the pool; this is NOT true.
- Violations for illegal barbecue grills will be posted.
- A dog has been reported on the property. A violation notice will be sent.
- Tenants damaged the lawn and sprinkler system by driving a moving van onto the grass between buildings A and B. The owner of the unit involved will be responsible to reimburse the Association for the cost to repair the damage. A split rail fence will be installed to prevent similar damage.
- A unit with 13 occupants has been identified. They will be served a violation notice as this exceeds the number of residents allowed in one unit and causes additional expenses for all owners.
- The Association will be contracting with a security expert to improve safety for all residents. His first task is to advise us on possible lighting improvements. He will attend meetings as needed. Mike will research legal and insurance issues.
- Mike will be getting bids on locks to secure the roof access doors.
- The next meeting will be 7-16-01. A special meeting to plan reissuing the parking permits will be help on 6-28-01.
- The board went into an Executive Session to discuss delinquent accounts.
